Perform consulting and subconsulting activities on an as needed basis including wetland delineation, permitting, mitigation design, and construction. Environmental Project Coordinator II: April 2001 to July 2006, Lower Colorado River Authority (LCRA). Austin, Texas. Coordinates and manages all activities in association with environmental assessment and permitting for LCRA's construction and maintenance of water, wastewater, irrigation, and river service projects. Mr. Strickland acquired Clean Water Act Section 404 and 401 permits from the USACE and TCEQ for the District's Flood Control construction and maintenance projects. Managed numerous ongoing wetland assessments and permitting projects for development and construction. Duties included all aspects of project environmental assessment and permitting from project initiation to permit closeout and release of created mitigation from monitoring requirements. Projects included completing wetland assessments, permits, mitigation construction and monitoring, Environmental Assessment (EA and ESA Phase 1), Environmental Information Documents (EID), and TxDOT approved Categorical Exclusions (CE).
Mine Reclamation Internship: May 1996 to August 1996, Sabine Mining Co., Hallsville, Texas. Assisted the lignite mine’s reclamation specialist with monitoring of vegetation aerial coverage, biomass production, and woody plant viability. Administered proposed mine permit documents associated with landowner vegetation reclamation requests and prime farmland designations.
